One area particularly in the news is electronic waste—from the materials used to develop and manufacture components, as well as computer hardware and all types of devices that use electronic materials. Many manufacturers and distributors have begun tentative steps to offer recycling services for their own products—usually charging their customers a not-insignificant fee for the privilege. Another "answer," proposed by Rep. Mike Thompson, Dem.- 1st Dist. CA, is the Computer Hazardous Waste Infrastructure Program (CHIP) Act, which would require the Environmental Protection Agency to administer a grant program that would help set up computer recycling across the USA, funded by a $10.00 fee levied against all retail sales of desktop, laptop and similar PC's and monitors. Manufacturers and consumers view this proposal with understandable skepticism.
